Phil Huggins is a proven security leader, with nearly 30 years of experience in security and technology roles, designing and operating security for critical national infrastructure and sensitive government. He has advised and managed global financial services organisations and advised national regulators on cyber resilience and cybersecurity.

In his current role at NHS England, Phil sets system cyber policy, strategy, and architecture for the health and social care system, including the NHS, the Department of Health and Social Care, and more than 20,000 social care providers. Phil acts as the NIS regulator for operators of essential health and social care services and leads on national healthcare cyber incidents.

This chief’s brief gave us a privileged insight into Phil’s career, experiences, and the lessons he has learned, especially during the global pandemic. The meeting was open to SASIG members only, and the Chatham House Rule applies.
